Because fans will be spending their VPs to get their favorite skin on the store, and thus the company will be making huge revenue via these VP expenses.

However, many fans have doubted that even if Riot implements this system, they might not get what they want. There is no guarantee that you will be getting your favorite skin in the store even after spending some handsome amounts of VP to re-roll the store several times.
People Have Been Waiting for a Skin for Almost a Year
