Genshin Impact 2.4adds the Enkanomiya area, which is basically the Dragonspine of Inazuma, it also has an unlockable World Quest, the Phaethons' Syrtos, where you’ll need to find 7 Royal Tombs across Enkanomiya - Here’s how to trigger the Quest and the location of each tomb.

You’ll usually find this Quest while on your way to the Trail of Drake and Serpent sub-objective of The Subterranean Trials. When looking for the Reins of Revival in the Evernight Temple. In the cliffs around the Evernight Temple, you’ll find a room blocked by a barrier at this location:

You’ll need to guide two Seelies there to open the barrier. Check the locations of the Seelies on the screenshot below.
Once you’re done, the barrier will open. Switch Enkanomiya to Evernight mode if it isn’t already on, and a Shades of Tokoyo NPC will be there.
The NPC is called Clymene and will teach you about the Sunchildren of Byakuyakoku. I’m not gonna summarize the lore for you, and you should definitely read it as it tells us about how corrupt the higher-ups of Byakuyakoku were. Clymene will ask you to pay your respects to 7 Royal Tombs.

There are seven tombs scattered around, see them all on the map screenshot below. Each blue dot is one of the tombs. You’ll need to have at least 7 Sango Pearls as you need to place one on each tomb. Once you’re done, go back to Clymene to progress in the Quest.
