10Fifth Hokage: Tsunade
Now, nobody is arguing Tsunade’s worth as a Hokage. She took over the Hidden Leaf after a national crisis, weathered a world-ending event, and pushed the village to prosperity afterward. However, at her core, she is a medical ninja.
She utilizes her special powers to gain access to great power by creating the Strength of a Hundred Seal. Combine that with her summoning jutsu, and she is a power to be reckoned with. However, compared to some of the other Kages, her strength isn’t quite up to par.

9Fourth Kazekage: Gaara
Coming into power at an extremely young age, Gaara was as much a figurehead to show the Leaf’s dominance as he was a child soldier. The decision to make him the Kazekage at his age says more about the state of his nation than it does about him.
That being said, there’s no questioning his powers later on in the series. Gaining complete control over his sands and becoming more proficient in every aspect of the shinobi arts, even without his Tailed Beast, Gaara wasn’t someone you want to underestimate.

8Second Tsuchikage: Mu
Mu is less of a powerhouse and more of a spymaster. He has incredible observation skills, his escaping capability is top-notch, and he can understand the crux of any issue in a matter of seconds. He was able to utilize these skills to avoid being killed by the combined force of Naruto and Gaara.

7Third Tsuchikage: Onoki
Onoki is an old dog. The product of an era long gone, he has picked up more than a few skills along the way. His back hurts, he’s tiny and doesn’t have any hair, but none of that matters in the face of an overpowered Kekkei Genkai.
His Dust Release is an atomic blender that eviscerates anything in its path. Arguably the best Bloodline Limit in the series, although not fully explored, it single-handedly brings him up from an A to an S class threat to any that would dare stand in his way. Plus, he can fly.

6Third Raikage: A
The third Raikage was a beast. His looks were savage, and his ways weren’t far behind. Following a brazen method of fighting, his main techniques were aimed at strengthening his body and reflexes. He was able to combat an army of over ten thousand shinobi and stand toe to toe with the Hachibi.
His body was strong enough to bear nearly any attack, with the scar he gained being from his own attack. Combine that with his immense chakra reserves and the stamina of a Greek commander, and it’s no wonder he’s hailed as the strongest Raikage.
5Second Mizukage: Gengetsu
The earlier generation of Kages wasn’t very prominent in the show before the war arc got into full swing. After the mass-produced version of the Edo Tensei that Kabuto used, however, they became a focal point of the plot.
Belonging to Suigetsu’s clan, Hozuki, Gengetsu was a force to be reckoned with in the anime. He went up against a full platoon of the ninja army as well as Gaara and almost came out on top. He utilized less flashy techniques, like genjutsu, to swing the battle in his favor.
4Third Hokage: Hiruzen
God of Shinobi is not a title lightly given. The only other person who could use it was Hashirama, the teacher of Hiruzen and the first Hokage of the Hidden Leaf village. Though his strengths aren’t well explored in the anime, Hiruzen was no doubt a beast in his prime.

2First Hokage: Hashirama
The original God of Shinobi, the head of the Senju clan, and the user of the powerful Mokuton techniques, Hasirama was thought to be the strongest shinobi for a good reason. He supposedly created the entire forest surrounding the Hidden Leaf at once and was able to subdue all nine of the Tailed Beast all on his own.
His only rival was Madara Uchiha, who lost to him in the end.Their legendary battleled to the creation of the Valley of the End, where Sasuke and Naruto later fought.
1Seventh Hokage: Naruto
Not much needs to be said about the protagonist of the show. As the Jinchuuriki of the Ninetails, he was able to befriend nearly all of his friends. From Orochimaru and Gaara to Pein and Obito, there’s nobody who was safe from his unbeatable Talk no Jutsu.
Naruto is something of a specialist. Rather than use multiple jutsu, he gained mastery over a handful of them; the Rasengan, the Shadow Clone, and his special Tailed Cloak Mode make up the bulk of his repertoire.
