According to the patch notes, partial level editing is now part of Baldur’s Gate 3. This means it’s possible to create NPCs, swap characters with something else, and add items to existing parts of the game.

However, there are some limits to what can be done. Players cannot add dialogue between characters or alter permanent aspects of the map, such as buildings, scenery, or terrain. This expansion is to existing placesrather than changing them.
